                                                   The Monegasque E-Embassy in Luxembourg will soon be fully operational, after a delay
                                                   linked to ratifying the agreement between Monaco and the Grand Duchy at the end of
                                                   2022. The two States signed a bilateral agreement relating to hosting the Principality’s
                                                   confidential data in July 2021. In concrete terms, the Monegasque Sovereign Cloud will
                                                   be “duplicated” in a Luxembourg data centre, which will benefit from the guarantees of
                                                   inviolability and immunity close to those granted to a physical embassy. “The Principality
                                                   of Monaco wishes to protect its data and information systems from all risks of intrusion,
                                                   deterioration, destruction, total or partial loss, notably resulting from natural disasters or
                                                   unlawful acts. For this purpose it has sought secure and suitable premises located abroad,
                                                   at least 150 kilometres away from its territory”, states the agreement, specifying that “the
                                                   Grand Duchy of Luxembourg rents these premises to the Principality of Monaco”. Within
                                                   this datacentre, “the data and information systems, the equipment and licenses hosted on
                                                   the premises as well as the data storage devices (such as publications, encryptors, servers,
                                                   magnetic tapes, optical discs, or other storage systems information), are inviolable and
                                                   cannot be the object of any search, requisition, seizure or execution measure”. The data
                                                   will be protected by eight generators ready to take over in the event of a power failure, and
                                                   a cooling system to prevent overheating.

                                                   for similar data centres in Luxembourg. This validates the strategy of the Grand Duchy for
                                                   which these e-embassies reflect “a new diplomatic approach: “the safeguarding of sensitive
                                                   data of a country in a data centre within another friendly country”.
